I'd like to ask what exactly chironomid index values mean? how to explain if its low or high?

I am not sure if there is only one measure named "chironomid index". However, it seems that any scientific work you have seen that uses such an index should also include a reference to its source for that method.
Therefore, it might help if you specify where you have seen CI values, as well as the general field of study, e.g. community ecology, production biology, ...

I think that the literature contains not just one single 'Chironomid Index' or 'CI' but several things termed like this that have different meanings.
So, Monika, if you don't supply further information as I suggested in my previous reply, then I don't think your question can be answered appropriately.
